WTVG-TV 13ABC ANNUAL 2011 FCC EQUAL EMPLOYMENT OPPORTUNITY PUBLIC FILE REPORT

I. INTRODUCTION AND GENERAL POLICY

WTVG, Inc. is the licensee of WTVG (TV). This WTVG (TV) 13ABC Annual 2011 FCC Equal Employment Opportunity Public File Report covers the period from April 1, 2011 through May 31, 2011.*

WTVG has a longstanding commitment to provide equal opportunity for all employees and applicants for employment without regard to race, religion, color, sex, sexual orientation, gender identity, national origin, age, marital status, covered veteran status, mental or physical disability, pregnancy, or any other basis prohibited by state or federal law.

This commitment to fair employment practices applies to every aspect of the employment process to ensure that equal consideration is extended to all employees and applicants in recruitment and selection procedures.

II. INTERNAL RECORD KEEPING

The EEO Rules include record keeping and reporting requirements for broadcasters. In accordance with these provisions, WTVG-TV 13ABC - Toledo, OH creates a file for each full-time vacancy. The file contains, among other items, copies of the job listings for all sources used to recruit interviewees for the position, as well as information regarding all individuals interviewed for the position. The EEO files also include information on the station's long-term recruitment initiatives.

III. VACANCY SPECIFIC RECRUITMENT MEASURES

WTVG-TV 13ABC is committed to meeting its EEO obligations. The station's own extensive recruitment list is reviewed and updated regularly, and was last updated May 2011 (See Section VII for the complete list).

IV. FULL-TIME POSITIONS FILLED (APRIL 1, 2011- MAY 31, 2011)

During the period of this report a total of Six (6) vacancies have occurred at WTVG-TV 13ABC. Four (4) of the six (6) positions have been filled. Due to staff turnover in connection with the sale of the station, none of the positions were individually advertised with our EEO resources. Our practice is to also post WTVG-TV employment vacancies online at http://www.13abc.com. Descriptions and requirements are listed along with contact and application information, as well as an Equal Opportunity statement.

V. LONG-TERM RECRUITMENT MEASURES

The FCC's EEO Rules require broadcasters to undertake additional outreach measures to all qualified job candidates within a two year period, large market employment units with more than ten-full time employees need to complete four long term recruitment initiatives. These measures include job fairs, internship programs, and other community events designed to inform the public as to employment opportunities in broadcasting. All are designed to encourage outreach to persons who may not be aware of the opportunities available in broadcasting or have not yet acquired the experience to compete for current vacancies.

WTVG-TV 13ABC has engaged in the following long-term outreach initiatives during the period of April 1, 2011- May 31, 2011.

(1) Internship Program: WTVG-TV continues to offer unpaid internships to college and university students. An internship generally lasts 10-12 weeks, with each student working about 20 hours per week in exchange for college credit. The student is given the opportunity to work with reporters, producers, photographers, sales personnel, production staff, and creative services. Students are allowed to experience assignments in each of these departments directly relating to their education and career choice.

During the period of this report, April 1, 2011 - May 31, 2011, WTVG has offered and accepted internships to six (6) students. All six (6) students are Summer 2011 interns and began their internships in May 2011.

(2) Student Worker Internship Program: WTVG-TV continues its thirtieth-first year commitment to offer the Student Worker Internship Program to qualified minority students attending area high schools. This program is specifically designed to introduce, expose, and educate students in the areas of broadcast television. Annually, one student is chosen from a select group of area high school seniors to perform a one-year (academic school year) internship. Several of these students have been offered full-time and part-time positions after their tenure as Student Worker. The Minority Internship program is WTVG's only paid internship program. The student chosen for the program during the period of this report is a high school senior attending Bowsher High School in Toledo, OH. The student was highly recommended by the Bowsher faculty and exceeded the criteria for program eligibility. Program eligibility includes having passed all parts of the high school OGT testing (graduation requirement), enrollment in a high school broadcast or business class or block, plans to attend college after graduation, great attendance, transportation, and the ability to accept employment with WTVG 13ABC Monday - Friday, 12:25pm-5:05pm without hindering senior requirements.

(3) Student Mentorship Program: WTVG is committed to the youth of our community. Each year students from various high schools are permitted to come into the station and "shadow" an area of the station that they have an interest in. This is offered to high school students who are completing a project for a grade. This program is designed to help our youth explore careers that they believe they may want to pursue in college.

Due to the short duration of the reporting period (April 1, 2011 - May 31, 2011) WTVG has not had any student shadows. Typically, we have 5-10 student shadows per year.

(4) 13 ABC Minority Career Day: Each year, WTVG takes the opportunity of inviting high school students from two to three of the areas local schools to join us for career day, which is sponsored by the Station. The career day program is headed by the Community Affairs Director. WTVG's Annual Career Day Program is geared toward minorities. The students are given a complete tour of WTVG, they watch a live newscast and attend a luncheon where they meet and discuss career goals with WTVG professionals and area leaders. The purpose of our annual Career Day is to educate and encourage minority students who are interested in pursuing a career in broadcasting. During the period of this report WTVG has hosted one Minority Career Day:

13ABC Minority Career Day was held on April 13, 2011.

WTVG-TV 13ABC personnel in attendance included the station's Community Affairs Director, Office Manager, Sales Assistant, Student Worker, Anchor/Reporter and a photographer. Guest speakers were 13abc News Director and 13abc News Anchor.

(5) Job Fairs: WTVG-TV is committed to participate in and/or co-sponsor job fairs with diverse participants over the next two years. WTVG will participate by staffing a booth, providing information about careers in broadcasting, providing information about internship opportunities and collecting resumes. WTVG will participate in job fairs that are well designed, widely advertised and attended by students, women, minorities, and disabled persons. WTVG retains a file of resumes collected from each fair and may contact potentially qualified candidates as future job vacancies occur. Due to the short duration of the reporting period (April 1, 2011 - May 31, 2011), WTVG has not participated in any reportable job fairs. In the past, WTVG has always participated in a minimum of two job fairs per year.

At a typical job fair, other local TV stations will be present as well. Students are encouraged to leave their resumes and are spoken to in great length regarding open positions and internship opportunities; hundreds of students can be in attendance at a job fair.

(6) Training Programs: WTVG-TV continues its longstanding practice of sending news and other employees to training seminars and other programs to help educate and groom them in their current profession, preparing employees for future jobs in higher-level positions. Due to the short duration of the reporting period (April 1, 2011 - May 31, 2011), there have been no reportable training seminars.

VI. SELF ASSESSMENT

We are diligently engaged in efforts to ensure that our interview pool includes qualified applicants from diverse sources.

As part of this commitment, WTVG-TV 13ABC publicizes the procedure by which recruitment sources and community groups can get on our recruitment list for job vacancies. An on-air:30 public service announcement is aired (see announcement below) throughout the year. During this reporting period the message aired (2) times. In a typical year, the announcement runs about 40 times in different day parts.

In an effort to continually discover new community organizations and educational institutions to help publicize our job openings, WTVG-TV 13ABC utilizes the station's website. On top of our web page under "Jobs at 13ABC", the same public service announcement appears:
