(AP) - Juan Tobar is one lucky guy. The 82-year-old Waterloo man has won his second top prize of 100-grand, in Iowa's $100,000 Cash Game. He won his first jackpot in November. Tobar played his own numbers of 5-8-13-17-and-30. He says the money will go toward paying his bills and helping his brother.
