Investigators: Penn State failed to protect against predator

The report on how Penn State officials handled the Jerry Sandusky child sex abuse scandal is complete and scathing in its criticism of legendary football coach Joe Paterno as well as three other top school administrators.

The investigation uncovered emails that show university officials considered reporting Sandusky to police as far back as 2001, but ultimately decided to conceal the suspected crimes after consulting with coach Joe Paterno.

Former FBI Director Louis Freeh's investigation found that the most powerful people at Penn State -- including its former president, vice-president and athletic director,  "failed to protect against a child sexual predator" and "exhibited a striking lack of empathy for Sandusky's victims because they were more worried about bad publicity."

In a statement, Paterno's family said the longtime coach made mistakes that he acknowledged but "never interfered with any investigation" and was fooled by Sandusky.
