Biden attempts to clarify ‘chains’ remark

Vice President Joe Biden is attempting to clarify a comment he made during a campaign appearance Tuesday.

Biden told a largely African-American crowd that Mitt Romney's policies on Wall Street reform would "put y'all back in chains."

Biden has not apologized for the comments, but he did react to tweets from Romney's camp that the comment was 'outrageous.'

"If you want to know what's outrageous, it's their policies and the effects of their policies on middle class America," Biden said speaking in Virginia. "That's what's outrageous."

The vice president says his comments were in reference to Speaker John Boehner's use of the word 'unshackled' when he referred to Paul Ryan's budget proposal.
