(AP) - Preliminary findings from an independent investigator hired by Toledo schools conclude the district didn't violate Ohio law by withdrawing and re-enrolling habitually truant students.
The investigator found Toledo staff told state education officials about the re-enrollment practice at least four years ago but weren't told to stop and may not have received requested guidance from the Ohio Department of Education about reporting data. Superintendent Jerome Pecko has said Toledo schools have ended the practice.
A department spokesman disputed that no guidance was provided and said it's the district's responsibility to provide correct data.
Toledo hired an attorney to investigate its practices following allegations that Columbus schools manipulated attendance data that affect district report cards.
