TOLEDO, Ohio -

Darrell James Parnell, 19, was shot and killed by a Toledo Police Officer Ben Cousino in the 1300 block of N. Michigan around two in the morning Friday.

TPD was responding to a report of a person breaking into a Jeep.

According to Toledo Police Chief Derrick Diggs, Officer Ben Couisno and his partner Officer Jesuse Cordero observed the suspect by a Jeep with the side window busted out and tried to detain him.

During the foot pursuit, Officer Cousino deployed his Taser on twice, but it was ineffective. Parnell ran west though and open field with Officer Cousino in close foot pursuit. Officer Cordero ran in another direction hoping to head the suspect off.

Chief Diggs said that when Officer Cousino attempted to take Mr. Parnell into custody, a violent struggle began where Parnell attempted to grab the officer's gun and that Couisno attempted to use his baton, but Parnell was able to take it away from the office.  Parnell struck Cousino on the head in the face as well as biting the officer on the arm. There was significant trauma to Couisno's head. At this point, Officer Cousino fired one round from his department- issued handgun striking Mr. Parnell in the chest area.

Officer Cordero did not see the shooting.

Parnell was pronounced dead on the scene. The officer was taken to the hospital and was treated and released.

Both officers are on paid administrative leave, which is normal procedure for any officer-involved shooting.

TPD has lauched a criminal investigation which will be presented to the Lucas county Grand Jury to determine if the officer was justified in pulling the trigger. They have also launched an internal investigation which will be turned over to the Firearms Review Board.

Officer Cousino is the son of a Toledo Police detective. His father says his son is okay, but extremely upset.
