Audit finds evidence of scrubbing at 8 TPS schools

Toledo Public Schools is one of five districts in the hot seat.

The Ohio State Auditor is revealing preliminary results of a statewide investigation into attendance scrubbing to boost state report cards for individual schools.

According to the report nearly 900 students were unenrolled at TPS.

Toledo is one of five school districts state-wide found to have evidence of scrubbing or padding stats.

"This is not a teacher issue," says Dave Yost, Ohio State Auditor.

Yost is putting the blame on administrators and principals.

Thursday he released a preliminary audit report showing that Toledo, Cleveland, Columbus, Campbell, and Marion City Schools were found to have improperly withdrawn students from enrollment.

Most were withdrawn due to truancy or not frequently attending classes.

In Toledo eight schools were found to have evidence of scrubbing: Scott High School, Gunckel Park Elementary, Leverette Elementary, Rogers High School, Start High School, East Broadway Elementary School, Byrnedale Middle School, and McTigue Elementary School.

The investigation is not yet complete. Toledo still remains undetermined.

"Based on interviews and their very candid discussions with us it is clear that they had some of the same practices in terms of lack of documentation, withdrawing students without a determination of truancy and using code 71, therefore being improperly withdrawn without any due process," says Yost.

Yost also revealed recommendations for the Ohio Department of Education to reduce the opportunity for districts to manipulate the outcome of report cards.

"We don't always get the truth with what's going on with our kids," says Yost. "We need to do a better job with accountability to better measure progress.

Yost hopes to have the investigation and report complete by the new year.
