Ohio committee approves crackdown on dog breeders

COLUMBUS, Ohio (AP) - An Ohio bill that would crack down on high-volume dog breeding operations, dubbed puppy mills, is now headed for a vote by the full House.
    
A legislative committee voted 18-1 to pass the bill Tuesday. A full House vote was expected Wednesday.
    
The bill would bolster regulations on the care and treatment of animals housed in large-scale establishments and would distinguish the facilities from traditional dog kennels. Those considered "dog retailers" would have to be licensed.
    
Measure creates an advisory board to provide guidance on animal care standards for the facilities.
    
The Humane Society of the United States is among groups supporting puppy mill limits. The organization included restrictions on the facilities among policy priorities it wanted in exchange for keeping an anti-animal cruelty measure off the 2010 statewide ballot.
