North Korea is vowing today to launch a pre-emptive nuclear strike against the United States. This comes just hours before UN diplomats vote on whether to level new sanctions against Pyongyang for its recent nuclear test. A spokesperson for Pyongyang's foreign ministry says Washington is pushing to start a nuclear war against the north.
