Lucas Co. BOE director under attack

The director of the Lucas County Board of Elections is under fire from some board members even as she defends the board against the Secretary of State.

Two consultants hired by Secretary Jon Husted (R) released a blistering report on operations at the Lucas County BOE,  in February.

Tuesday, the director responded to that report but then faced a new line of attack from two members of the board in what developed into a nasty meeting.

It began with Republican member Tony DiGidio challenging BOE director Megan Gallagher (R) and an enormous rebuttal document she and staffers produced.

DiGidio asked during open session of the meeting, "Any idea what it cost the voters of Lucas county to defend you?"

Gallagher responded, "This is to defend the board."

At a time when the board needed to present a united front in the face of a stiff report by two hired consultants, the members turned on each other.

Republican board member Jon Stainbrook came to Gallagher's defense then leveled a shot of his own at DiGidio, the fellow Republican on the board.  "Actually, Tony, I'm on the board too and if you lived in this county and you knew what was going on you'd know what this report says."

What the original consultants report to the secretary of state says is that the board is filled with mistrust and paranoia and lacks oversight, a chain of command and proper budgeting, among other things.

But in her 600-page rebuttal, BOE director Megan Gallagher responded that many of the allegations were invalid and policies addressing those matters were either already in-place or being worked on.

The consultant's report also recommended firing Republican Gallagher and Dan DeAngelis the Democratic deputy director.

Democratic board member John Irish endorses the consultants criticisms and moved to fire the two heads of the BOE saying, "I think in order for us to move ahead we need to clean house."

His motion failed to get the needed votes to fire Gallagher and DeAngelis.

As for firing Gallagher or DeAngelis, as the consultants recommended, board chairman Ron Rothenbuhler (D) seems to have a short fuse saying, "Their job is on the line.  I've been saving it. This is my last time and I made it very clear."

Jon Stainbrook wants DiGidio kicked off the board claiming DiGidio is no longer a resident of Lucas County.  

DiGidio says he is a resident and there's a hearing on this, next week.

But all this bickering overshadowed the rebuttal report which largely agreed some procedures needed upgrading and improving while insisting other procedures recommended by consultants were already in place.
