Monroe Co. 4-H responds to sex allegations against volunteer

Monroe, MI - There are new details in the investigation of two men accused of sexual misconduct with a teen in Monroe.

Monroe County 4-H is now responding to the criminal sex allegations made by a 16-year-old boy against an adult volunteer.

One of the two men facing charges in the case is the leader of a music club band which the boy was in.

50-year-old Robert Stumpmier is a leader in the Monroe County 4-H club band for kids called Monroe Music Makers.

He is also the owner of a music store called Power Play Music which is located on the corner of South Monroe and East First Street.

"Mr. Stumpmier is in a trusted position with all of these parents. He facilitated the band, he provided the equipment. He is assisted with the trips they would go on," says Detective J.D. Wall with the Monroe Police Department.

This week Monroe police arrested Stumpmier and his ex-employee 21-year-old Nathan Rumbarger, saying what allegedly happened "after hours" inside the music store amounts to criminal sexual misconduct.

"There was a circle of families and the kids had a common goal with playing music and Mr. Stumpmier exploited that and used that to his advantage," says Wall.

Police say between the end of 2012 and the summer of 2013 Stumpmier "facilitated and orchestrated circumstances" so Rumbarger, according to police, could do sexual acts with the male victim who was 15-years-old at the time.  The teen is a member of the 4-H club band.

The Detective says evidence suggests there are possibly more victims.

"In our search warrant we seized computers, phones, electronics, things of that nature, media that can record video," says Wall.

Both suspects were released from the Monroe County Jail after posting bond.

The music store was open on Wednesday. 

We tried to reach Stumpmier for comment, however, workers locked the doors on us.

Monroe County 5-H leaders aren't commenting on camera, however the organization released this statement:  "Our first concern is for the youth who have been identified as a victim of these charges. Monroe County 4-H has a volunteer program of nearly 800 who do outstanding work with the youth who participate in one of the largest 4-H programs in the state.  These allegations against the accused should not diminish the tireless work of all of the volunteers who do so much for this youth program. Staff members are assisting law enforcement in any way they are asked.  What is learned from these troubling allegations will be used to strengthen the volunteer program to better serve the youth who participate in 4-H in Monroe County."

According to police, Stumpmier is facing accosting and soliciting a minor for immoral purposes, criminal sexual conduct, and aiding and abetting.

Rumbarger has also been charged with criminal sexual conduct.

Detective Wall says this remains under investigation as the case moves forward.
