Mayor Collins releases first budget proposal

The city of Toledo has released its 2014 operating budget.  The proposal shows income tax revenue for the city is projected at more than $165,000,000 for this year.

The city projects it will bring in more than $245 million and spend just a little more than $244 million, leaving a surplus of $418 thousand.

Money spent will allow the hiring of 911 operators, the restoration of some funding for Municipal court and the clerk of court and the reopening of the Northwest District Police Station.

"Public safety is being emphasized," city finance director, George Sarantou said.  "Collins is committed to making sure we have adequate police and fire and the police class is also included in this budget."

But the loss of the estate tax and cuts in local government fund dollars pose some challenges.

To help make up the difference $14.1 million will be moved from the Capital Improvements Plan to the General Fund.

A move previously criticized by Mayor Collins, but one he says is necessary. 

"Given our current financial status and the timeframe in which the budget process must be completed, the transfer is unavoidable without drastic cuts," the Mayor said in his letter to city council.

The proposal also calls for each department to cut an additional 2% from overall budgets. 

Police and fire are being asked to cut half a percent, to help end the year in the black.

City leaders have already reviewed the document and given it to city council members.  Council has until March 31st to pass a balanced budget.
