Deadline Monday for Toledo city budget

There are new developments in the Toledo budget battle.

Mayor Mike Collins released new numbers on Friday. 

By law, City Council must pass a balanced budget by Monday.  If not, the state will step it.

This past Tuesday, Council delayed a vote on the 2014 spending plan over confusion whether a small surplus existed.  Council members were baffled when the mayor revealed the money is gone.

On Friday, the Collins Administration sent a new memo and budget amendment to council members in an effort to set the record straight as the clock is ticking to reach a deal.

Why did the $418,000 surplus cited in a memo on February 14th disappear?

Since Tuesday, the mayor has maintained that unexpected bills reached his desk.

On Friday, the administration put it in writing.

"My intention and the mayor's intention is once and for all to lay out what the budget numbers are based on and the fact that we do not have 418-thousand dollars available to appropriate for special projects," says George Sarantou, Finance Director for the City of Toledo.

The money needs to be depleted because the state is raising rent for One Government Center by almost half a million dollars.

"The State of Ohio currently has a one-point-five billion dollar surplus. We've asked for assistance, but it's not coming," says Sarantou.

"I don't think we should be over-charged for a building that hasn't been maintained properly," says Toledo City Councilman Rob Ludeman.  "Fix some of the problems that are there: broken windows, leaky windows, leaky ceilings, mold in some places."

Also included in Collins' new budget amendment is opening four city pools and the Savage Splash Pad this summer.  The money will come from savings in the General Fund after the current police training class decreased by seven cadets.

Council has the weekend to absorb the new information.

"We'll have a few more answers from the administration and then we can work together to pass a budget," says Sandy Spang, a Toledo City Council member.

"There's a bit of politics going on as usual. It's this mayor's first budget and a whole lot of new council people and that's kind of playing out," says Ludeman.
