So she went to the West Toledo YMCA where "navigators" from the Neighborhood Health Association were on hand.

People like Anna Gartener were on hand to help out. "Some people have started ACT home online and got a little frustrated and we can help you through the application process and explain how the subsidies work."

Gartener says if you've been putting it off, now is the time to act. "If you don't get in the system by March 31, you're miss out out on the opportunity of all the subsidies."

Users provided information including income, date of birth and their Social Security Number and navigators helped them pick the best available plan. The process takes about an hour."

Those without coverage in 2014 face of a fine of $95 or 1% of their income, whichever is higher.
