Spring Sweeps makes fresh debut

"It's to change a culture in a city where there's pride in the neighborhoods."

As the third Spring Sweeps kicked off, Mayor Collins compared today's gorgeous weather to his new goal for the project: a bright spring morning.

"Well, quite honestly, the winter's been unprecedented, as far as all the issues we've had experiences with," Collins said.  "Is it necessary to do a Spring Sweep?  This is the third year and we're advancing that entire concept in this third year to include more than just the sweeps."

Just blocks away, the Old West End is planning its own sweep this Saturday.  
Judy Stone has lived here since 1978.  Since then, she's sold countless homes and anchored the community.

"And it's great to see how much trash you can accumulate after this horrible winter and see how great it looks afterwords," Stone said.

Stone says boarded up homes can drop property values anywhere from 2-6%. For neighbors, it's a practical fix.   In past years, local crews have collected 17 tons in a single Saturday sweep.

"It's really no different than if I was a guest in your house and I walked in and saw clutter and litter and lots of recyclables," Stone said.  "I would be a little turned off, I would be more than a little turned off by that.  So ... it's great to see that neighbors care about not only their house but the surrounding area."

The City of Toledo and especially code enforcement are trying to get rid of blight.  They're putting these door hangers on a few local neighborhood doors.  On the back, it has information on hazardous waste and you can redeem these at several local retailers for discounts.

"Toledo's like a quilt; every neighborhood has it's own unique patterns, its own unique characteristics, and in many cases its own unique culture."
