Children's Services renewal levy likely to be rejected

Three years ago, Lucas County Children’s Services asked voters to approve a renewal levy.  Now, before the five year levy term expires, the group is seeking a reset.

In 2011, voters approved a 5-year, 1.5 mill levy to help Children’s Services fund operations.

But a change is being proposed that Executive Director Dean Sparks says is simply “renew it 2-years early and ask for a small increase in the millage.”

Sparks wants voters to back a 7-year,  1.9 mill levy that would increase your tax on a $100,000 home from $44 to $64 dollars.

A levy assessed on your home’s value is just one way the organization supports operations, but home values are dropping. 

And money from the federal government and state government has been cut.Sparks says, “Our revenues are down several million dollars a year so we have to replace them somehow.”Sparks says Children’s Services is losing revenue at a time his department is handling new human trafficking cases and as more babies in the system are addicted to heroine and when more kids have mental health issues All of this care is very expensive.

But Tom Susor, the chairman of the Levy Review Committee in Lucas County, says Sparks’ group got the levy it wanted 3-years ago.

He says since that time, Children’s Services has fallen short of its revenue projections so the organization must make adjustments and not try to reset the table two years early.

And Susor indicated the Levy Review Committee will likely *reject* this levy proposal.
