Early voting for a special election in Toledo starts Tuesday, Feb. 29. Voters will decide on two separate issues in the Feb. 26 election.
First, the proposal to keep the Lucas County jail downtown. If Toledo voters sign off, it will change the city charger, only allowing a jail to be renovated or built on or near the current property. County commissioners have said from the start that a new jail is not a want; it's a need. They argue that a new, downtown jail just isn't viable. Voters rejected a levy request in November to pay for the new jail on a proposed property on North Detroit Ave. in North Toledo.
Second, a proposal dubbed the Lake Erie Bill of Rights. If approved, the initiative would amend Toledo's charter to give Lake Erie rights and allow citizens to target sources of pollution.
