Man named Loony Toon sentenced for shooting at 3 officers
CLACKAMAS COUNTY, Ore. (KPTV/Gray News) - Oregon authorities said Thursday a 43-year-old man was sentenced for shooting at Milwaukie police officers.
According to the Clackamas County District Attorney’s Office, Loony John Franklin Kolb Toon pleaded guilty to four counts of first-degree attempted assault with a firearm, unlawful use of a firearm, felon in possession of a firearm and second-degree escape.
In June 2025, authorities said Toon shot at officers while speeding away from a traffic stop. He then abandoned his car and ran onto an area golf course before eventually being found and taken into custody three days later.
According to the DA’s office, at the time of that police stop, Toon was on probation in Columbia County for first-degree attempted kidnapping. As part of his plea agreement, he will also plead guilty to outstanding criminal charges in Washington, Benton, Yamhill and Columbia counties.
Following his plea, Toon was sentenced by a Clackamas County Circuit Court judge to 20 years in prison. His sentences for the outstanding charges in other Oregon counties will run concurrently.
Toon was also ordered to pay restitution to the city of Milwaukie for damaging a police car and to the owner of a car hit by his bullets.
