One of two alleged OWE Fest shooters arrested, police sources say
TOLEDO, Ohio (WTVG) - One of two alleged shooters in the Old West End Fest mass shooting has been arrested, police sources confirm to 13 Action News.
Police sources say an alleged shooter, Eljay Crisp-Carr, 20, is now in custody for his alleged role in the OWE Fest mass shooting on June 6 that hospitalized at least 12 people.
Crisp-Carr is facing 11 counts of felonious assault, court filings show. Another person charged for the shooting is still on the run.
Sources tell 13 Action News he was picked up at a family member’s home on Thursday.
ALLEGATIONS
Charging documents allege he shot into a crowd of people during a fight at the festival.
Police affidavits said Crisp-Carr was “participating in an altercation with a large group of males. One of the shooters, Ka’Nye Taylor, began firing into the group. As Eljay Crisp-Carr began separating from the fight, he turned toward Ka’Nye Taylor and began firing.”
It adds that Crisp-Carr was also seen firing indiscriminately into the crowd.
Another man, Ka’Nye Taylor, has been charged but is not yet in custody.
COURT HISTORY
The I-TEAM reviewed previous court records for Crisp-Carr, which show he previously pleaded guilty to a concealed weapons charge that stemmed from an August 2024 police chase involving Toledo Police SWAT units. He was 18 at the time.
Judge Lori Olender sentenced him to community control on May 1, 2025.
Crisp-Carr was also a shooting victim when he was 15, an I-TEAM review of police records show. It happened on the 300 block of Pearl in August of 2021. He told investigators an unknown male shot him and accused Crisp-Carr of stealing his dog.
