No hot water at local apartment complex

It's a basic necessity: hot water. Something residents at the Parqwood Apartments in Toledo say they've gone without for a while now.
It's been quite a hassle the last couple of weeks to feel clean in this building. You have to boil hot water on the stove and carry a pan all the way to the bathroom, often making several trips. All of that work, just so you don't have to take an ice cold bath.
"Right now I'm boiling water so I can wash my butt. This is very inconvenient and nasty," said one angry resident.
"We have elderly people. We have people who literally can't get out of their wheelchairs. They need help," said another.
The notice dated 11/20/18 reads "Notice to all Parqwood residents. There is still no hot water! It probably will not be back on tonight. We apologize for any inconvenience this may cause."
That's all they've heard from management. 13abc made multiple calls to the company in St. Louis that manages the building, as well as the local owners. No one was able to answer Sunday and give an explanation.
The residents believe the boiler system is broken and expensive to fix, which is something they don't think management wants to deal with.
